QDROs

The Houston Police Officers' Pension System (HPOPS or the System) is subject to Subchapters A and C of Chapter 804 of the Texas Government Code (the Government Code). In general, Chapter 804 precludes the System from paying any part of a member's or retired member's interest under the System to any other person unless the payment is pursuant to a Qualified Domestic Relations Order (QDRO).

QDRO Forms

Records Release Authorization
HPOPS will not release a member's pension information to any individual or entity without the member's written permission or a subpoena from a court of law for the member's pension records. If a member needs to authorize HPOPS to provide his or her pension information to someone other than them self (i.e. Attorney) the member must complete and sign this records release.
Member Information Request
Form used to request information about a memebers benefit. To be used by the Member or by the party who has been authorized via the Records Release Authorization Form above.

QDRO Policies

QDRO Policy
This is the HPOPS' QDRO Policy which was last updated by the Board of Trustees on July 8, 2010. This policy guides HPOPS staff in their administration and implementation of QDROs.

QDRO Models

In order to assist you in drafting a QDRO with respect to your benefits under the System please find below, links to model QDROs that you can download that have been prepared for your convenience in drafting a DRO for submission to HPOPS for certification. These files are in .rtf (Rich Text Format) that is readable by most word processing software applications.

Spousal Support Model QDRO
This should be utilized to divide benefits for an HPOPS member to be paid to a spouse.
Child Support Model QDRO
This model form is for a Member who is required to make support payments to a child or children.
