HPOPS' Board of Trustees is empowered under Article 6243g-4, Vernon's Texas Civil Statutes. The board is responsible for the general administration, management, and operation of the pension system, including the direction of investments and oversight of the fund's assets. The board is composed of seven members, as follows: three employees of the police department having membership in the pension system, two retired members who are receiving pensions from the System and are not officers or employees of the City, the administrative head of the City or the administrative head's authorized representative, and the treasurer of the City or the person discharging the duties of the City treasurer.
J. Larry Doss

Larry Doss is a sergeant in HPD's Major Offenders Division and holds one of the three active member positions. He joined the board in December 1984 and has the longest tenure of any current trustee.
Mr. Doss was elected chairman in 1998 after 10 years as vice-chairman and one year as secretary. Mr. Doss also serves on the board of the Texas Association of Public Employee Retirement Systems. He holds a degree from Sam Houston State University.

Ralph Marsh
|
Ralph D. Marsh is an elected Trustee of the 3 billion dollar Houston Police Officers' Pension System. Mr. Marsh is a 29 year veteran of the Houston Police Department, assigned to the Criminal Intelligence Division. His current term expires in December of 2011.
In addition to his police and pension board responsibilities, Mr. Marsh serves as Chairman of the City of Houston’s Deferred Compensation Advisory Committee, which oversees a $500 million Section 457(b) plan.
Mr. Marsh is a Past President of the National Association of Government Defined Contribution Administrators (NAGDCA) and a past board member of the Arthur N. Caple Foundation. He also serves on the Board of Governors of the International Foundation for Retirement Education.
Mr. Marsh holds a Baccalaureate Degree in Criminal Justice from Stephen F. Austin State University.

James Montero
|
James Montero was appointed as one of two retiree trustees in January 1992. Mr. Montero served as secretary of the board from 1994 until 1998 and resumed the position in January 2000. He retired in 1989 as a sergeant with 30 years of service. After retirement he formed his own private investigation business, focusing on civil investigations. Mr. Montero attended Baylor University in Waco, Texas and the University of Houston. Mr. Montero was last elected to his position in 2000.

Joe Glezman

Joe Glezman holds one of two elected retired positions on the board. He was sworn in January 2003. Mr. Glezman retired in 1994 after serving 30 years with HPD. The last 20 years of his service were spent as a Lieutenant in the Homicide Division.
Mr. Glezman served three years on the Houston Police Retired Officers Association Executive Board. Since his retirement, he has been active in a private investigation service.

Terry A. Bratton

Terry Bratton was elected to the board in January of 2002, filling one of the active positions. He currently serves as the chairman of the Administrative Committee. He has 34 years with HPD and has spent much of that time training officers in the Officer Safety and Survival Program. Mr. Bratton has served as President of the Texas Law Enforcement Educators Association, President of the Texas Police Association and holds a LCC from Texas Law Enforcement Command College and an advanced instructor Certificate from Texas A&M.
Mr. Bratton received the lifetime achievement award from the 100 Club in 2002 and received his undergraduate degree from the University of Houston.

Craig Mason
|
Craig T. Mason is currently the Chief Pension Executive for the City of Houston and is now serving on the Board of Trustees for the Houston Police Officer’s Pension System in the position of the City Treasurer. Mr. Mason was retired from the public sector from 2001 through 2005. Prior to that time, he worked from 1971 to 2000 with William M. Mercer, Inc., as a management consultant with actuarial expertise. He advised employers on the design, implementation, administration, and funding of their employee benefit and compensation programs with the primary focus being on both qualified and nonqualified deferred compensation plans. He served on Mercer’s national committee to develop internal continuation education curriculum and chaired a regional continuation education conference. Mr. Mason worked for Peat, Marwick, Mitchell & Co, as Actuary/Consultant from 1968 to 1970.
Mr. Mason served a 3-year term on the Board of Directors of the Southwest Pension Conference and 12 years on the Board of Directors of Junior Achievement of Southwest Texas (5 years as Secretary of the Executive Committee). He served one term on the Board of Directors of the Harris County Dispute Resolution Center.
Mr. Mason has a degree from Texas Christian University and is a Credentialed Mediator by the Texas Mediator Credentialing Association. When active as a consultant, he is a member of the American Academy of Actuaries and an Enrolled Actuary.
